HEAL Act Compliance for US Highway 2 Trestle

Project Overview
Broadview Planning, in partnership with WSP, has begun the Environmental Justice (EJ) assessment and HEAL Act compliance review for the US Highway 2 Trestle Replacement.
A vital east-west connection through Snohomish County, the US Hwy 2 Trestle serves as a critical link for freight, daily commuters, and rural communities accessing the greater Puget Sound region. As planning advances for its replacement, the project team is working to ensure the process reflects Washington State’s commitment to equitable and inclusive infrastructure planning.
The EJ assessment evaluates potential disparate impacts on overburdened communities and vulnerable populations as defined under the state's HEAL Act. Through demographic analysis, evaluating community engagement, and policy review, the BvP team is identifying how construction impacts, access disruptions, and long-term changes to the corridor may affect those with the fewest resources to absorb them. The EJ assessment will also identify opportunities to mitigate potential harm and maximize community benefit.
This work helps project partners meet HEAL act and legal compliance requirements while advancing a broader vision of transportation infrastructure that supports access, mobility and community wellbeing across the region.
