Snohomish County Flood Risk Communication + Outreach

Client: Snohomish County Surface Water Management

Location: Washington State

BvP is leading a groundbreaking initiative to enhance flood preparedness among the most vulnerable communities in Snohomish County’s Stillaguamish and Snohomish-Skykomish river basins. Our data-driven strategy pinpoints high-risk populations and regions, ensuring that those who need support the most receive it.

Through culturally responsive engagement—integrating community events, key informant interviews, and partnerships with trusted local organizations—we have connected with county staff and residents to raise awareness of flood risk and begin designing solutions to strengthen local networks and empower historically marginalized communities.

Our work goes beyond immediate outreach. We are laying the foundation for long-term flood resilience by providing multilingual, accessible preparedness materials and tailored implementation tools. With a special focus on areas where socioeconomic vulnerabilities intersect with flood risk, we are driving real change. This project isn’t just about planning—it’s about action, equity, and lasting community resilience to ensure that every resident has the resources and support needed to face future floods with confidence.

Timberland Regional Library 2025-2029 Strategic Plan

Client: Timberland Regional Library
Location: Washington State

BvP led the development of Timberland Regional Library’s (TRL) 2025-2029 Strategic Direction, including a comprehensive revision of the organization's Mission, Vision, and Values. Over a 10-month period, our team facilitated TRL’s Strategic Planning Committee and conducted an extensive community engagement process, ensuring representation across the library’s diverse five-county service area, which serves a population of 540,000.

Our approach prioritized inclusivity, balancing the needs of rural, urban, and suburban communities. We designed and executed a robust public engagement strategy, incorporating staff focus groups, site visits to more than a dozen TRL branches, targeted stakeholder interviews, and a user experience survey that collected over 6,800 responses.

Through close collaboration with executive leadership and the Board of Trustees, BvP staff synthesized these insights into actionable strategic priorities that align with both organizational capacity and community needs. The resulting strategic framework provides a clear roadmap for TRL’s future, ensuring it continues to serve as a vital resource for the communities it supports.
