PARKS + OPEN SPACE

Magnuson Park Governance Analysis
Seattle Parks & Recreation
Project Overview
BvP conducted a comprehensive analysis of potential governance models to guide Magnuson Park's operations and development over a 25-year horizon. As Seattle's second-largest park, Magnuson faces unique challenges with aging infrastructure and complex regulatory requirements. Through historical research, case study analysis, and detailed evaluation of existing physical and regulatory conditions, we identified five potential governance models that could be applied at the park. These models were further informed by a robust public involvement process that engaged over 1,000 stakeholders – including visitors, neighbors, and tenants – through interviews, focus groups, pop-up events, and an online survey. Our analysis evaluated each potential governance model against multiple criteria, weighing their capacity to enhance community access, improve operational efficiency, ensure financial stability, and elevate Magnuson Park's role as a vital public resource for generations to come.
