Healthy Environment for All Act

Broadview Planning conducted an in-depth existing conditions analysis for the Highway 2 Trestle project, ensuring full compliance with Washington’s Health in all Policies (HEAL) Act. Our team employed a cutting-edge methodology, integrating diverse datasets and screening tools—including Justice40, EJScreen, Washington State Health Disparities mapping, and American Community Survey data—to uncover key equity considerations.

The findings were striking: 75% of census tracts in the study area qualified as overburdened communities under at least one agency indicator, while 23% met three or more criteria. Our analysis pinpointed three major clusters of environmental justice communities: downtown/South Everett, Marysville/Tulalip (including tribal lands), and Lake Stevens/Snohomish.

This vital assessment equips WSDOT with the insights needed to embed equity into project planning and foster meaningful engagement with vulnerable communities throughout the project's lifecycle. By prioritizing data-driven decision-making, we are helping shape a more inclusive and sustainable future for the region.
